Stir in the minced garlic, tomato paste, chopped sun-dried tomatoes, dried oregano, and red pepper flakes. Cook for 1 to 2 minutes until fragrant and the paste turns a deep brick-red hue.
Pour in the vegetable broth and heavy cream, whisking gently to combine with the aromatics and scrape up any flavorful browned bits from the pan.
