Warm the olive oil in a wide skillet over medium heat. Add the diced shallot and cook until softened and translucent, about 3 minutes.
Stir in the minced garlic, tomato paste, chopped sun-dried tomatoes, dried oregano, and red pepper flakes. Cook for 1 to 2 minutes until fragrant and the paste turns a deep brick-red hue.
Pour in the vegetable broth and heavy cream, whisking gently to combine with the aromatics and scrape up any flavorful browned bits from the pan.
Add the drained chickpeas, salt, and black pepper. Bring the liquid to a gentle simmer, then reduce heat to medium-low and let cook for 8 to 10 minutes until the sauce thickens and coats the back of a spoon.
Stir in the baby spinach and grated parmesan cheese. Cook for 2 minutes until the spinach is fully wilted and the cheese has melted smoothly into the sauce.
