Pat the beef chuck and short ribs dry with paper towels and season generously with sea salt and cracked black pepper. Heat oil in a large heavy-bottomed Dutch oven over high heat. Sear the meat on all sides until deeply browned, about 8-10 minutes total. Remove beef and set aside on a plate.

Top one half of the tortilla with a layer of shredded cheese and a scoop of shredded beef. Fold the tortilla in half to form a taco. Cook for 2 to 3 minutes per side until crispy, golden brown, and the cheese has completely melted. Repeat for remaining tortillas and filling.
Ladle the warm consommé into small dipping bowls and garnish with chopped fresh cilantro and diced raw onion. Serve the crispy birria tacos immediately with lime wedges and consommé for dipping.
Store leftover shredded meat and consommé in separate airtight containers in the refrigerator for up to 4 days. Reheat the consommé gently on the stove before assembling fresh tacos.
